Lots of reasons.: get evaluated with primary care first. Check you blood work. Stress can do it after you rule out everything else. 
Minoxidil is the best product to improve hair growth. Doesn't matter what the reason for it. You can buy it in any pharmacy

A bit: It sounds like he has reached his adult height. An xray of his long bones would identify if his growth plate is still active or if he has stopped growing.
