: HIV is not transmitted through inanimated surfaces ( condom per your description). You need to be evaluated for your symptoms that may or may not be connected. Possible HIV related anxiety will need to be addressed as well.

You need to clear: your stool impaction.  There are several at home methods of disimpaction that don't require a finger.  These include magnesium citrate, PEG 3350 (14 doses in 64 oz of Gatorade), lactulose, or any of these in combination with a Fleets enema.  Your doctor can prescribe one of these treatment courses so your fingers can do something more important.

Anal dysfunction?: Consider deficient internal sphincter tone due to trauma, rectal prolapse, prolapsing hemorrhoids, drug effects, fecal impaction (in neurologic disorders). Anal manometry testing with biofeedback may help  if dysfunction is determined. Sigmoidoscopy may however be appropriate in first physically evaluating the rectum & anal canal.

Watch for infection: Your son only  touched  the bird dried poop and put the finger in his nose, you clean his finger and nose with antiseptic  solution or wash with soap. Keep his finger and nose clean, dry .Watch if he gets cough cold or running nose (any viral infection) then see your doctor.Only touching dried bird poop briefly  then chances of getting any  infection are much less .

Urologist: These are somewhat complex symptoms. It may be mucus rather than semen which accompanies your stools. I suspect some prostate congestion and/or inflammation or an element of epididymitis. For sperm to be expelled through the rectum, fistula from the genital tract to the rectum has to be present which would be quite unusual. Consult a urologist for evaluation and advice.
