See below: Warts are generally due to HPV infection. Are you sure, what you are calling warts are such lesions? It would be prudent to consult a doctor. Over the counter remedies are available for self treatment of warts and you may try those.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Skin: Warts are an infection caused by human papilloma virus.  They are sharp, small and often found in clusters.  A skin tag is not microscopic, it is not sharp, is most often found in places with increase skin on skin friction or clothes on skin friction.

Irritation: Wart pads usually have 40% Salicylic Acid, which can irritate, and peel off normal skin. It  is a chemical peel, and the skin will become raw, and sensitive. It will return to normal in 1-2 weeks, if the pad is kept off normal skin.

Make sure it is wart: Make sure it is wart, and miss a curable skin cancer. If it is wart .Or papilloma caused by  hpv virus apply over the counter ointment, as instructed, if did not help see your doctor for removal, by one of available methodss and cure before it spreads as shown.

No.: Penile "warts" are not normal and may be a sign of hpv infection.  The human papillomavirus is a common genital condition (in both men and women).  Hpv is infectious, and if you have it, you may transmit it to sexual partners.  It would be good to visit with a clinic / healthcare provider to have an examination and see if an appropriate treatment could be pursued.  Hope that this helps.
