Doctor can check: Rashes are quite hard to describe and diagnose in words. A primary care doctor, a dermatologist, or a urologist will have to look at a penis rash in order to tell what it is. If an eczema rash, hydrocortisone cream helps. Some rashes are an allergy to something. Hydrocortisone also helps allergic rashes. If warts or some other infection, special treatments are needed. Some penis bumps are normal.

Cannot diagnose: Would need to see and examine these to know what they are.  Could certainly be lichen planus, but best thing to do is to see a doctor (dermatologist) and have these examined.

: That's a somewhat unusual location for folliculitis; there are few hair follicles on the underside of the penis. If the "white spots" are blisters or pimple-like, get checked ASAP for herpes. Good luck.
