Not to worry...: Without the benefit of examining you, i would guess that you have a condition known as ppp, or pearly penile papules.  This is a totally benign condition and requires no treatment.  If you are concerned, see you doctor for a proper evaluation.

If an eczema rash, hydrocortisone cream helps. Some rashes are an allergy to something. Hydrocortisone also helps allergic rashes. If warts or some other infection, special treatments are needed. Some penis bumps are normal.
