i recently tore the inner surface skin of my foreskin, over time it has heal ( now the healed part is white skin) but it has tightened my foreskin almost like phimosis. now i tried to stretch it but the heal sections tear easily?

Be seen: It is hard to say without seeing the wound directly.  Sometimes the skin can get macerated and be white appearing and the tissue that you are describing as being red may just be healthy granulating tissue filling in the area.  It is just hard to say without seeing.  I would followup with a medical provider until it is clearly healed.

Several things..: If this is something new or sort of reccuring in warmer/summer months and fade over winter, occuring on chest/back etc..Likely tinea versicolor (fungus). Can be eassily treated, but reucurrence is common. Vitiligo (autoimmune), pityriasis alba (probable viral) are relatively common as well..Sometimes steroid injections/potent topicals can cause such as well..

Don't do it: Beyond using sunscreen if you dislike tanning, i'd urge you not to try to alter the way your genes have made you look. The only thing like to work is the quinone bleaches, and these will disfigure you. In the usa, it's considered the height of ignorance to prefer a light to a dark skin, and i'm confident the rest of the world will follow our lead here. Keep fit to look great.
