Person to person: STDs are spread from person to person in various ways. Some through transmission of fluids (gonorrhea, chlamydia, trichomoniasis, HIV). Others are spread through contact (Herpes, syphilis, HPV). One of you would have to have an STD to give it to the other. If neither person has ever had any sexual contact of any kind then they can not spread and STD.

Any STD can be: transmitted through oral sex, including syphilis, if the other person is infected (which they may not know). Gonorrhea, chlamydia and HPV(human papilloma virus) are more common than syphilis these days and can be transmitted this way,  This is why use of condoms for oral sex, as well as anal or vaginal sex is so important.

Definitely: Common STD's that are transmitted via oral sex are herpes, chlamydia, gonorrhea, and syphilis.  HIV can also be transmitted, especially if there are sores in the mouth.  HPV can be transmitted as well, although would be difficult to test for it in the mouth.  If you are concerned, be sure to tell your provider you are concerned about an oral STD so they can do the right type of testing (oral swab)

Depends......: Good question but hard to answer. If engaging in sex with an ulcer or cut,  definitely. Other factors includes the type of std, the "bug burden" in your partner performing oral sex , and other factors(eg duration, frequency).Otherwise, it is low probability.

Minimal: You could conceivably get herpes in this manner, and if the man had oral syphilitic lesions this could be transmitted, but unlikely.  Most stds will not be transmitted by saliva which has enzymes which kill most organisms.  If, however, your partner had a bleeding lesion then it is conceivable, but still not likely.  If you are concerned always better to be tested and safe rather than sorry.

STDs from oral sex: Assuming your partner(s) are male, the main oral STDs by performing fellatio (giving oral sex) are gonorrhea and herpes due to HSV2. HIV, chlamydia and syphlis are possible but much less common. The main risk to you from cunnilingus (oral-vaginal contact) is herpes due to HSV1. Gonorrhea and chlamydia are possible but rarely transmitted by cunnilingus. No significant risk for HIV.

Absolutely: Stds can be transmitted through any contact with bodily fluids - regardless of the type of sexual act. Actually, hpv only requires direct skin contact for transmission. Gonorrhea, chlamydia, herpes and many other stds can be transmitted through oral sex. Be careful. To prevent contracting or transmitting and std, please use condoms.
