I wouldn't: The skin in that area is very sensitive (by design) and the chemicals in the gel would likely cause a chemical burn. That said, you will do what you wish, but don't say you weren't warned.

Age ??: Early infancy is marked by marked sensitivity to irritants ; dependence on narrow nasal passages for breathing. Later childhood employs mouth breathing to bypass much of the congestion. I hate Vicks steam; consider it air pollution. A lifestyle audit to eliminate any odors/irritants in a kids sleeping area + humidity or steam as long as the measured humidity.

Irritation: The active ingredient in Vicks is a mentholated product which is a natural decongestant.  Placing it under you nose or in a vaporizer is fine, but it may cause irritation to your nasall membranes if placed inside.

On your neck front: Probably the best place would be the front of your neck near or above the area of the thyroid gland.

Hard to say: Without knowing what medications you are talking about, no safety decision can be made. I don't recommend vapor rubs of any kind before school age.It stinks up the room and makes many kids congested.
