: Would consider evaluating thyroid function  TSH, T4 total and free , as thyroid disease can cause bloating / palpitation/irregular periods   and is common in women. in addition  consider ultrasound and evaluation for polycystic ovarian syndrome which is associated with irregular periods. Also discuss endometriosis with a gyn.

GYN evaluation: You will need a pap and pelvic examination by your private gyn and perhaps medication to regulate your menstrual cycle.You may also need a pelvic ultrasound to ascertain the integrity of the uterine lining.

No cancer: Bloating and increased urination may be due to uriinary  infection .or due to constipation .Talk to your doctor, get your self examined and urine test for infection. There is nothing to suggest for cancer , but to be sure talk to your doctor .

Vaires: There are several types of tubal ligation:

by cameras
after a vaginal delivery with a small incision
during a cesarean section, through your C-section scar.
Internally, like a pap spear.

All basically remove a segment of the tube, or clip it, to block conception.

They have varying success rates.

Very: Usually tubal ligation failures will occur within the first year or so. Tubes don't normally  "grow  back" together after that.

Yes, but need help: A Pomeroy tubal ligation is a common way to "tie your tubes" at the time of a c/section.  The tubes are tied with suture, a segment is cut out and sometimes  the remaining ends are cauterized.   The chance of getting pregnant is about 7.5/1000  (.75%).   That is a very low chance.  If you want to get pregnant, its still possible to get pregnant with help from a fertility specialist.  Best wishes!

Reversal of tubal : You probably need the or report and an xray procedure called an hsg to evaluate if it's feasible to perform the tubal reversal.  But remember that most reproductive surgeons will perform a cutting operation to gain access to the anatomy and perform the reversal.  You'll need from 4-6 weeks to recovery.  Ivf is an option without having the reversal.
