Many things: This is usually called a "tic".  Can be due to stress and anxiety.  Could be due to medications.  Sometimes, no cause is knowns.  Certain seizure disorders could be the cause.  If this has gone on for a long time of if there are associated symptoms, please see your pcp.  You may need testing and possible referral.  Usually, though, they are benign.

Eyelid Twitching: Eyelid twitching is very common, and often occurs from stress, fatigue, lack of sleep, and overuse of stimulants such as caffeine and decongestants. Local eye irritation can also add to this, such as dry eye, allergy, and blepharitis (eyelid infection, inflammation). Eyestrain and excessive reading can contribute. Try reducing the stress/stimulant factors, and get an eye exam for the other causes.

Ophthalmoplegia: Either a mini-stroke of the eye muscles, or a lesion in the midbrain near the nuclei controlling eye movement can cause this, but other diagnoses such as ocular myasthenia gravis, multiple sclerosis, orbital myositis and Graves eye disease must be excluded. See a neuro-ophthalmologist ASAP for a more definitive answer. A CT/MRI of the brain might be necessary, as well as other procedures.
