Normal: Sore breasts without being painful is quite normal.  Many women have sensitive breasts that become more sensitive during their menstrual cycle.  Likely that is the case for you.  Because you are young, your breasts may still be growing and that can cause tenderness as well.  Lastly, breasts can become quite tender and sensitive in the early stages of pregnancy.
