Yes: Postural hypotension means, by definition, that the BP falls when you assume an upright posture.  The starting BP isn't necessarily low. For instance, supine BP could be 200/100 and with standing, BP might fall to 160/70: this is also postural hypotension.

Blood pressure: In general 112/50 is normal.  If you have orthostatic symptoms, it could be related to the baseline lowish blood pressure complicated by hypovolemia, venous insufficiency or other conditions. It would be a good idea to see your doctor and have the orthostatic symptoms evaluated.

Low BP h2?: in general BP is inherited. So if your parents/family have low BP yours will likely be lower.  This becomes evident by 6 months of age. Some known causes of low BP are also inherited. So you need a detailed history for the causes of low BP, a good PE with BP MEASURED supine, seated, standing and after exercise. Then some lab tested directed by the Hx and PE. Start by seeing internist.

It is not always: A low blood pressure in many cases is not a problem. If it is low for some bad reason such as bleeding or deyhdration, the blood supply to vital organs such as the brain, kidneys, and heart is diminished. Those organs then cannot function normally because of the lack of oxygen and symptoms and damage to the organs results. (like passing out or having a heart attack).

It's arbitrary: Normal blood pressure is defined as 100-129 systolic, for both males and females. But some people have lower blood pressures and still have adequate perfusion of organs, without any symptoms of dizziness, and hence it is "normal" for them. If somebody has baseline BP of 85-90 and tolerates this fine, it may not be pathologic. That said, this is far more common to see in females than males.
