Moebius?: Congenital facial nerve paralysis is called moebius syndrome.  (this may be what you have, although it is specific and rare.)  it is caused by underdevelopment of cranial nerves vi and vii. There are no real cures for this, but there are some maneuvers to deal with the effects of the paralysis.  Craniofacial centers are specialized centers that can be important resources.

Sleep paralysis is a feeling of being conscious but unable to move. It occurs when a person passes between stages of wakefulness and sleep. During these transitions, you may be unable to move or speak for a few seconds up to a few minutes. Some people may also feel pressure or a sense of choking. Sleep paralysis may accompany other sleep disorders such as narcolepsy. Narcolepsy is an overpowering need to sleep caused by a problem with the brain's ability to regulate sleep.
When does sleep paralysis usually occur?

Who develops sleep paralysis?

Up to as many as four out of every 10 people may have sleep paralysis. This common condition is often first noticed in the teen years. But men and women of any age can have it. Sleep paralysis may run in families. Other factors that may be linked to sleep paralysis include:

a lack of sleep
    a sleep schedule that changes
    mental conditions such as stress or bipolar disorder
    sleeping on the back

how is sleep paralysis diagnosed?

you feel anxious about your symptoms
    your symptoms leave you very tired during the day
    your symptoms keep you up during the night

how is sleep paralysis treated?

Most people need no treatment for sleep paralysis. Treating any underlying conditions such as narcolepsy may help if you are anxious or unable to sleep well. These treatments may include the following:

improving sleep habits -- such as making sure you get six to eight hours of sleep each night
    using antidepressant medication to help regulate sleep cycles
    treating any mental health problems that may contribute to sleep paralysis
    treating any other.

Fairly common: This is a normal condition during dream sleep.  Our bodies become paralyzed during dreaming.  If combined with sleep attacks, cataplexy, and hallucinations upon falling asleep, this would be considered narcolepsy.

Cerebral : Cerebral palsy is caused by damage to the motor areas of the brain that can occur during pregnancy, childbirth or anytime up to age 3. There are three main types: spastic, ataxic and dyskenetic - all of which have different symptoms. Some people affected with cerebral palsy have very mild symptoms (my college roommate had mild cerebral palsy on her left which caused a slight limp - this did not stop her from graduating with honors, landing a great job, marrying and having 2 beautiful children.) and some people have symptoms that are more severe. Because of this, each child's potential must be assessed individually. In general, the earlier treatment begins, the better chance people have of overcoming developmental disabilities and learning new ways to accomplish tasks that challenge them. Treatment is interdisciplinary and can include interpersonal therapists, occupational therapists, medications, orthotics and surgeries. The best people to ask about an individual's prognosis are the doctors and therapists working with the individual.  The doctors that primarily care for those with cerebral palsy are neurologists or pm&r doctors (physical medicine and rehab).  Try calling her insurance company to see if they can recommend someone in your area.
