Months: Unfortunately eyelashes grow very slowly! Suggest of not growing back see a Dermatologist!

Maintain eyelashes: Eyelash loss is often caused by an overgrowth of bacteria around the eyelids and face. Wash your face every day with gentle soaps designed for the face an in order to keep bacteria under control and avoid mascara.
Eat a healthy diet.  Not getting enough vitamin D, vitamin A, and complete protein can cause or worsen hair and eyelash loss.  Unfortunately, there is no way to speed up eyelash growth.

Yes but no: eyelashes usually stay the same length, but look longer on smaller people. There are genetic differences. Of course, disease can affect them, and as we age, some follicles stop producing hairs, so eyelashes can become less dense.

Yes: The most common reason for dramatic changes in head size that I see are errors in measurement. If he is developing normally, I would recommend discussing your concerns with his doctor at his next check up. If not, a sooner visit is in order.

No idea: More to the point is... Is the length of your child's head causing her distress socially or physically? If so, have your physician look at her head for abnormal features. Otherwise, look to see if it's a genetic predisposition (do you and grandma have the same features?).

Get the parents HCs: If the baby is doing well, and has no other signs or symptoms, then I would visit his Paediatrician and get his growth charted. if his head size appears larger , I would first measure the HCs of the parents as well. usually one or both parents also may have large heads. If so then not much to worry. Regardless, the infant should be monitored regularly by measurements and examinations.

Head or face?: If its the face then the problem could be trigeminal neuralgia if its the back of the head it could be occipital neuralgia. Read about both on wikipedia and go to your doctor for an exam and diagnosis.
