i am getting blood spots under the skin on only my left arm. they appear suddenly and fade away in about 10 days. what causes them?

Doctor can evaluate: Blood spots on the skin are called petechiae (purpura if they are bigger splotches), and are due to blood cells leaking out of the tiny blood vessels in the skin. After the blood cells have leaked out, the area behaves just like a bruise (the body breaks down the blood cells into different colored pigments, and carries them away over a week). The Dr. wants to find out why blood cells were leaking.

Get checked: It sounds like you are describing cherry angioma, a benign blood vessel growth that is very common. However, i advise any time seeing something new or changing on your body go get it checked by your dermatologist.

4yrs old had a bilateral legs rash last year in winter, docs could not identify the reason. this winter the rash came back, with dry skin this time with 3 purple flat spots on 1 leg each around 3mm, which blood tests are to be doen? henoch shonlein?

Heat stroke: will cause ataxia and anterior vermal cerebellar atrophy on CT / MRI. ( see photo ) With permission from my teaching file.

Infection/spot: You need to follow up with your physician for a ct scan of your chest. It sounds like you have bronchitis or pneumonia; however, all bets are off in a smoker: get checked!

Hematuria: he has what is called hematuria which mean blood in the urine
most hematuria caused by kidney stone but most of the stone will have pain with it 
the other possibility is infection bladder is first then could be in the male prostate both can cause hematuria
either way he needs to have his urine tested and he might end up have to have like renal cat scan to make sure it  is not  from his kidney
