: It could be local irritation which sometimes occurs in uncic. men.  Keep penis foreskin clean and apply OTC cortisone cream. If not better the pl see a Urologist for without exam it is not possible to be exact. Good luck

F/u with doc/urgent care for  U/A, even if  negative  may treat with antibiotics- doxycycline( if no allergy) for non specific urethritis especially in sexually active males.Do you have a partner?  if a female is being treated for bacterial vaginosis they may treat the male as well with Flagyl  if no allergy/ F/U

Testicle Pain: Testicle discomfort usually comes from inflammation, not infection. Antibiotics are useful, but alone don't always help.
I suspect you have prostatitis as the cause.  Prostatitis can refer pain to the testicles, penis, groin and more. 
Increase water intake, reduce caffeine, begin nsaids (aleve) with food twice a day for two weeks. Hot soaks in a tub helps. F/u with md if not better in 7-10 days.
