Poor circulation: You may have peripheral artery disease or poor circulation to that feet - do you have leg pain or discomfort when you are on your feet a little longer or go for a walk - please talk to your doctor about this!

Dry skin: This can be difficult to answer without seeing your feet.  Psoriasis can cause scales to form.  I would recommend a dermatology consult.  The skin is constantly renewing itself.  The dry scales are the old skin shedding.  There are  numerous moisturizers that could be tried.  Many podiatrists handle skin problems of the foot, ankle and lower leg.

Eczema: If these are very small and somewhat deep in the skin, this is dyshidrotic eczema which responds very well to potent topical steroids.

Many causes: It might indicate very dry skin that needs moisturizing, or indicate eczema, dermatitis or other skin disorder.  If moisturizers are not sufficient, consult with a chiropodist in your area.

Efas, lachydrin (lactic acid): Avoid irritating chemicals, add essential fatty acids to your diet such as flaxseed oil or omega 3-6-9 to increase the content of essential fattynacids in the skin. Externally use barrier repair creams such as cerave. Soaking your hands in water and then trapping the water with barrier repair creams. Prescription creams includeeletone, hylatopic ointment etc.
