Infection: This sounds like a  Bartholin cyst that now has a bacterial infection. Treatment includes numbing and opening the cyst to drain it and prescription oral antibiotic .

Chemical irritant: The chemicals in the  lubricant you used are irritants and you have to avoid this lubricant and other lubricants with the same list of ingredients.

i had protected sexual exposure (vaginal sex ) and half way into it i noticed that the lower part of penis shaft ( towards the base ) was exposed to vagina secretions. head of penis and foreskin was fully covered by condom. do i have a hiv/std risk?

: Yes. Condoms or other barrier systems reduce but do not eliminate STD risk. Chlamydia and Gonorrhea, among others, are  transmitted by exposure to sexual fluids.

It : It sounds like you may be dealing with a fungal infection. You can try an over the counter anti-fungal cream like clotrimazole. Apply it to the affected areas twice a day. You should also use a vaginal cream like Monistat or gyne-lotrimin. This should be inserted into the vagina nightly for 3 or 7 nights.
If you do not notice an improvement then you should see a medical profesional for evaluation and treatment.
