If the dehydration is severe and a person's blood pressure is low, it can cause acute renal (kidney) insufficiencies. As a response there may be " debris" in the urine, due to sloughing off of kidney cells due to a lack of blood flow  or ischemia.

Uti: It means you have many cells of infection in your urine in HPF  under the microscope.  Indicates a urinary infection.

No: Urine can give you idea about kidneys, ureters bladder and  urethra, but not about things in the vagina.

Somewhat: The most common cause of a high urine white cell count is an infection of the bladder.  This won't show on ultrasound, which is done to exclude other possible causes, some very serious.  So if the u/s is negative, according to the tech who did it, that's good news, but you still have to find out why there are white blood cells in the urine and be treated for that--it isn't normal.  Ask your doctor.
