Herpes virus: Shingles is an infection by the varicella virus, a member of the herpes family.   Shingles can erupt anywhere on the body.   The area of the rash corresponds to a nerve which is infected;  everywhere the nerve goes, the rash can appear.    Shingles is often quite painful, and comes out during times of stress to the body and/ or mind.    There are treatments! See a Doc for help.

You can but: A recent attack can be verified by an elevated IgM to Herpes.  However if the IgG antibody is also positive, then the infection is from the past although one cann't ascertain how far back the infection happened. 
For HSV I, nearly all people have been infected by it regardless of health status.

Herpes: Herpes type two is most likely found between ones belly button and thigh.  Yes, it is possible to become or have an infection inside of the vagina. 90% of people infected with herpes never have an outbreak and thus do not know where they are infected and as of yet there is no test to tell where one may be infected without an outbreak.

for the past two weeks i have had sores on the head of my penis, these sores are not painful, they are somewhat itchy, they are blobby in shape, and seem to contain a border within the shape, i am worried its heroes and hoping it's balinitis. ?

It is most likely: an STD and from the description and painless nature I suspect Syphilis. You need to go to a health care provider ASAP and get it checked out and treated.

: A person with herpes outbreak is shedding more virus so you are high likely contract the virus during sex with the symptomatic partner but viral shedding still occurs in asymptomatic person and most people contract herpes this way.

Interesting: I'm not in Texas   and my best advice is to do several things. (1) Google a question asking for a physician who does this procedure, (2) call the Houston County Medical Society, (3) Contact the Texas Board of Medicine if the above does not get you an answer.
