Red eye: This could be due to a normal anatomical  appearance if it is unilateral, one eye only.  would suggest you see an ophthalmologist who can make this determination or see if something else is happening and treat it accordeingly.

There are normal : blood vessls found under the eye, but if he has discomfort i would see ophthalmologist. I have a similar vein and it pulses when i exercise profusely. nothing to worry about, some lasers can treat them

No ; don't use near: Eyes. Laser can't reduce eye puffiness, dark circles, or thin skin.  It's also not used close to the eyelids, because  of the proximity of orbital fat. Plus, the puffy lids recede back into the orbit, when the person lies down.Leaky veins around eye is best treated with controlling food allergies, and salt intake.If anything, lasers remodels dermis to be thicker ; not thinner with reamplification.

i have had some severe migraines. i have been to two neurologists and they have just recommended medications. why would the vein under my eye twitch?

Benign: Most "muscle twitches" involving eyelid are secondary to myokymia, which is a benign flickering, usually associated with eyestrain, fatigue, stress, bright sunshine, etc.  But blepharospam may explain your twitch, and, if painful, or increasingly uncomfortable, have your eye specialist evaluate, and treat as appropriate.  Doesn't relate to migraine.

Don't worry.: The appearance of veins above and below the eyes can be due to many things most commonly aging, stress, hereditary and sun exposure.  I would initially try resting to see if it improves.  If it continues to bother you, you may want to see someone experienced in the various local treatments of veins in this location.

Several options: There are several options to treat under eye veins including lasers, sclerotherapy and removal through tiny incisions (microphlebectomy).  Each procedure has pros and cons and you should seek someone who has experience in treating veins in this area.  Several types of creams such as auriderm and bleaching may help.  See a vein specialist.

Art tears, sleep: Your linked image doesn't show enough detail to see any blood vessels in the eye or red eye. The most common causes in your age group are dry eye and mild radiation burns from too much computer use. Artificial tears, sleep, and a radiation reducing screen over your monitor should solve your problem. Allergy is a possibility, but you would probably have itchy eyes.

Several Options: There are essentially 3 options to treat veins around the eyes (periorbital)-laser, sclerotherapy or microphlebectomy.  Laser is a topical treatment that usually requires multiple applications.  Sclereotherapy involves injecting a solution into the veins to dissolve them just as is done on leg veins.  This is my procedure of choice.  Microphlebectomy requires making small incisions to remove them.

Accepted Answer

Dark circles: Lasers and chemical peels reduce dark circles of the lower eyelid by causing thermal injury to the skin, forcing the skin to heal tighter and with a lighter color. These treatments reduce fine lines. However, lasers are risky to use around the eye, although they can be used safely for the rest of the face. I use chemical peels to tighten the skin of the lower eyelid to avoid damage to the eye.
