Facial rash...: A rash can't be diagnosed without an exam.  It is good that your son is acting well; however, to determine the cause of the rash (petechiae from vomiting, maybe?), he should be seen by his pediatrician.

One of the symptoms: Of dysautonomia. The autonomic nervous system dilates and constricts arterioles in the skin. Yours is unstable and since emotions are initiated by that part of the brain there is a vascular relationhip. Dysautonomia can be inherited but the commonest cause is poor diet, particularly the sugary "junk" food and beverages.

Red Spots - causes.: There are multiple causes of red spots (telangiectasia) of the skin including aging, genetics, sun exposure, hormones and medications.  Sometimes no reason can be found.  An easy treatment for these (excluding the eyes) is either a topical laser or fine needle radio frequency.  They do recur over time.
