Right: Eating too much of any food, not just carbohydrates will cause weight gain. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco or alcohol in any form. 
Practice safe sex.

Yes: For a variety of reasons, too many simple carbohydrates can lead to fatigue, .  If you have healthy pancreas, sugar will often initially give you a surge in energy, but then the blood sugar falls and you get fatigued, often wanting more cho.  If this is chronic, Insulin resistance will lead to diabetes which cause other reasons for fatigue.  Try to avoid that.

Type of carbs: You want to avoid large amounts of simple carbs (like sugar) but complex carbs are ok in reasonable amounts.  Protein is good, but too much fat will reverse any benefit of avoiding carbs.  And any diet without an increase in activity is doomed to fail.  You need to burn more calories not just decrease your intake.  Even if you start with simple walking... Just get our heart rate up.

It varies and is a complex issue based upon what else one is eating, what diseases one has; if one is on medication, etc.  I would be interested what prompts the question. There seems to be little real life use for this information since it will change every day in each human.

Many carbs don't: All sugars are carbohydrates but most carbs are not sugar. We don't need to consume any sugar, but low-sugar carbs should be our main source of calories. It is healthy to eat fruits that do have some sugars, but no one needs refined sugar.
