Toilet Water: Theoretically if you got it in your eyes or mouth (assuming the toilet water was not flushed). But it's not likely.

i use a diva cup and i dropped it in a few unlicensed toilet. i got it out, flushed twice, then had to rinse it with running toilet water and reinsert it i had no choice. what should i be worried about? the toilets were very clean and not hardly used?

: Something in your poop made it so. What that might be is hard to predict without testing. Please share any concerns with your doc, especially if this persists. If it is a one time thing I would ignore it.

Not likely.: If you mean a few drops of water from the toilet flushing then the answer is not likely.  Any open wounds or sores are always predisposed to infection.  But if you cleaned yourself well after using the toilet then you should be ok.  What i would be more worried about is why you have a bleeding anus?  Hemorrhoids? Laceration? Ulcer?

HIV : Hiv (human immubodefiency virus) can not be contracted from dirty toilet ater. Hiv is contracted from exchange of bodily fluids, mainly during sex (oral, anal, and vaginal) it can also be transmitted by needles (i.e. Sharing needles while abusing drugs, accidental needle sticks in health care settings) there is mother to child transmission, namely during a vaginal delivery, or through infected breast milk. Blood transfusions were a common mode of transmission in the 70's and 80's, this is no longer an issue in the us since all blood products are now tested.
As far as your question about dirty toilet water. A few things come to mind, you should be concerned about hepatits a, the common cold (likely rhinovirus) salmonella and e.Coli which cause diarrheal illness, some std's like crabs can linger on the actual seats.
I would recommend if you are faced with a dirty toilet, find another one or use a few standard toilet protectors if you have no other choice.

Oily stool: The amount, color, frequency of stool varies with foods, speed of emptying of the GI tract, medications ; supplements ingested, gut flora (unique for each individual), additives (like blood), subtractions (like absent bile), infection, inflammation, ; other factors.  You are describing steatorrhea--due to maldigestion, pancreatic insufficiency, ingestion of olestra or orlistat, high fat intake...

if toilet water in a public restroom splashes on my anus will it do anything? i thought i saw a speck of something in the water. not sure if it was feces or not. but if it splashes on my anus directly can i get something ?

: There is no specific risk in such circumstances, make sure you keep your hands clean after using the bathroom.

Most sink: Most will sink, but in specific diseases or type of food eaten they will float based on their density, amount of fat and gas. Malabsorbtion syndromes may result in partially digested food with some of the stool sinking and some floating.

: If you have any concern you can have your stool tested for occult blood.  You could buy a kit at your pharmacy for the test, or your doctor could order the test.
For healthy diet: http://www.choosemyplate.gov/., exercise 30 minutes/day, drink enough water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs.
