Warts: dermatologic conditions are hard to discuss without seeing them. and genital warts can be in that area and are quite variable in appearance.

Folliculitis: Irritation or infection of the hair follicles.  You may need an antibiotic so I would see a physician - PCP or urgent care.

Low risk: Anal warts are most common in people who have had receptive anal sex, but sometimes appear in men or women with no anal sexual exposure. It is not known how often this results from touching like you describe, or from migration of the virus along the skin to the anal area. Probably some of each. Best to avoid contacting your anal area after finger contact with your warts, either way is low risk.

Other causes of testicle pain include trauma, infection, twisting of an appendix of a testicle (a small lump near a testicle), etc. Since one usually cannot tell for sure if his testicle is twisted, he needs an exam by a clinic or ER doctor.
