In such cases a whitish, cheesy-like substance called smegma is normally produced by the glands of the penis to help the foreskin adhesions to break apart which is normal and usually associated with some redness. Normal soap and water hygiene is all that is needed. If worsens, then see md.

psoriasis, contact dermatitis from soaps, and lubricants used during sexual activity.  a rash on the scalp. for example, or the knees and elbows would make this more likely psoriasis. the causes of a rash in this area of the body are usually complex and require patience.

This is usually caused by low grade fungal infections and will respond well to precsription antifungal-cortisone  creams. Avoid tight fitting undergarments, use only cotton and have your private doctor phone in  rx for treatment. This condition requires visulaization and careful hand washing.
