Too numerous to list: NOT FOOD. Itch without a rash is very difficult to define. You may need some tests. When you go to the dermatologist, bring all pills, vitamins, anything you swallow or apply. Sometimes this is due to underlying disease, so you should not delay.

Ask your Dr. Again.: It's difficult to diagnose rash without seeing it and feeling it.  Most rash will turn red when a child is crying.   Rash can be due to food allergic reaction, from viral infection, due to the skin contacting  to something irritating, or eczema.

Allergy: most likely,it is an allergic reaction,could be a contact dermatitis.you need to figure out what you are allergic to and stop it. meanwhile take benadryl, (diphenhydramine)and apply hydrocortison cream.

Yes: Chlorine is very caustic and destroy skin. You can either use castor oil to area or muscle rub cream. Soak with epsom salt and baking soda in tub 3tbsp epsom salt and 1tbsp baking soda to help skin.
