What cartilage?: Can you please tell me which cartilage? There are no cartilages in the throat that you can see. They are deeper. 
Swelling of the deeper cartilages are from allergies, infection, post radiation, tumor etc.

Uncommon occurrence: Tumors can develop in cartilage but such tumors are uncommon. A cancerous tumor of the cartilage is even less likely.

The airway: There are three major cartilage structures in the throat: the laryngeal or thyroid cartilage, the cricoid cartilage and the epiglottis.  The epiglottis doesn't have any holes in it. In fact, when you swallow, it covers the larynx and protects the the airway, the "hole."  The thyroid cartilage houses the voice box and includes the epiglottis.  The cricoid is just below the larynx.
