Pre-natal vitamins: Although a "balanced diet" does provide essential vitamins for pregnancy, taking pre-natal vitamins is a good idea to make certain that the growing fetus has adequate supplies,  Some pre-natal vitamins do not require prescriptions, so ask a pharmacist to recommend some.

: No drugs or medications of any kind, including vitamins, have any effect on the reliability or timing of the HIV blood tests.

Pregnancy hair loss: It is normal to hair shedding starting about 3-4 months after delivery.  The shedding may be quite dramatic and scary, but it is just your hair returning to its regular state.  Shedding stops after a few months. If shedding is severe, you may need to be tested for iron levels and thyroid function which can also cause hair shedding.

Not necessarily: Normal, but not likely related to vitamin supplementation.  It's more likely related to some independent hormonal variation.

Yes: Excess intake of biotin can interfere with some of the laboratory tests.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

No: It is safe, but prenatal vitamins tend to have Folic Acid in them, which is the inferior form of folate. Better to take l-methylfolate instead of folic acid.

Well: Are you pregnant? It should be ok but i'm not sure there are safety studies for that in pregnancy.  Your hair will grow more in pregnancy anyway and it's not gonna help the pregnancy, it should be ok but i'm not sure of any studies on biotin in pregnancy.

Probably: I can't really answer about the safety of taking those specific brands together because we really don't have enough information to accurately compare one brand against another.Manufacture of vitamins/supplements is not regulated; often they don't measure up to the label. OK to take prenatals, Vit C and biotic together; not sure you need last two.I would identify one "good" brand and buy/take those

Biotin: Prenatal vitamin formulations are an excellent multivitamin for both the pregnant and non-pregnant alike.  Without knowing the specific brand of prenatals you are using, many brands already contain biotin so you would not likely need additional biotin.  If your particular brand does not contain biotin, there would be no problem in adding biotin to your daily vitamin supplementation.
