Itchy hands/feet: Thank you for your question.  Itchy hands &amp; feet that spreads to the arms &amp; legs could be caused by a number of things.  There are different types of inflammatory conditions of the skin that could cause a rash as well as responses to external/internal sources.  Having an examination &amp; evaluation performed by a qualified medical practitioner would be helpful in diagnosis and treatment.

Contact /irritant: Both contact allergy (from a contact allergen) and an irritant (solvent, excessive hand washing ) can cause itchy hand dermatitis. The answer is avoidance of the offending agent (may need to see allergist or dermatologist to help you identify the agent). Salicylic acid will cause peeling on anyone and Benadryl will do nothing for the rash. No improvement  until after avoidance.

: Contact dermatitis shouldn't cause problem with moving your fingers. It is mainly manifested with rashes and itching so your hand symptoms are less likely due to soap-induced allergic dermatitis. Your description makes me think of a condition called erythromelalgia. You/your family member should take picture of your hands and show it to your doctor. A dermatologist visit is preferred.
