Herpes ?: The symptoms noted are not common for true herpes infections.  If your finger is infected, the swelling and redness extending up the arm is more similar to cellulitis, and should be treated immediately. See your healthcare provider for an exam and treatment.

Ice: Ice for about 30 minutes 3-4 times per day, will address inflammation and swelling, never apply ice to the skin, always over a towel or clothing. Pain can be relieved  with over-the-counter medications like advil or aleve (naproxen). Follow directions on label. See doctor if problem persists, fluid may be drained.

Sounds inflamed : A painful swollen wrist could be from an injury as a scaphoid non-union, or a ligament injury. It could also be the initial presentation of rheumatoid arthritis.  See an hand surgeon or rheumatologist. You need an x-ray.

Possibilities: Hmm.  Sticking to common problems, things to consider are a wrist sprain or Dequervain tenosynovitis which are both inflammation of ligaments/tendons. Other things in the differential would be:  Carpal tunnel syndrome if there are symptoms of numbness, Juvenile rheumatoid arthritis if symptoms are more noticeable in the mornings.  Osteoarthritis should not be considered in a young patient.
