Yes: Although the TSH is in the 'normal' range, many people will have one or more symptoms of hypothyroidism at that level. When healthy, normal people are tested, the majority have a TSH below 1.0 and almost all have a TSH below 2.0. This is also true of people on thyroid hormone who feel good.

It can be: High TSH means your thyroid is not able to produce enough thyroid hormone and pitutary gland which controls thyroid gland and produces more thyroid stimulating hormone, and is usually associated with low t4(thyroid hormone) which in turn slows down your metabolism and can often cause weight gain along with other symptoms.

Weight: Please have your child's pediatrician give you a copy of the growth curves.  Share the charts with your child and begin reworking diet and exercise. Be patient and admire the benefits over time.

Possibilities...: First distinguish fluid weight (like edema, ascites, "third spacing") from tissue weight (e.g. Bodybuilding, reparative, tumors, adipose). There are lots of metabolic reasons to rule out (organ disease like heart, liver, kidneys), insufficiency (thyroid, adrenal, kidney),  more. Often high calorie (but low volume) foods  ; drink (including alcohol) may add up quicker than you think.

No: It is an inverse relation.  The higher the T4 the lower the tsh.  So if your TSH is very low it may mean yoiur thyroid is too high.
Normally a low TSH and a high T4 would mean you are hyperthyroid.  A hyperthyroid person tends to lose weight, have heat intolerance, irritability and a tendency for loose bm.

TSH 28: You can be surprisingly asymtomatic with hypothyroidism but  on  a cellular level the body is not at optimal performance and over a long time it will take its toll . Please f/u w/ you endocrinologist and take your thyroid medicine.

Hypothyroid: Based on your TSH it appears you have hypothyroidism. See your doctor for medication. This is not a reason to stop breast feeding.

May be: An elevated TSH with normal free T4 indicates that you at risk of being hypothyroid and that can lead to weight gain. It would be prudent to consult your doctor to ascertain if you should be taking replacement thyroid medication.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine.

i have not felt good in about 6 months being fatigued weight gain my tsh level came back in range but my wbc is 14. is there any causes for this.?

Elevated WBC: Elevation of the white blood cell count suggests infection. Thorough physical examination and history. I would be thinking occult infection or abscess as cause for your symptoms.
