Yes: Yes  all STDs be transmitted through saliva or through direct contact  with urinary tract opening like urethra male and female.I am not sure how else you would be in contact with urine  other than oral / genital or genital  to genital contact.

Yes: However, it does depend on the std.  It can be spread from the serum of vesicular lesions (herpes) or other "open" lesions (syphilis).  Yet others do not need to have this fluid to transmit the disease (hpv) and others will be more internal, and seepage will occur through the urethra (chlamydia).  In summary, know what you/your partner may have and take all the necessary precautions.  Be safe!

Spread through spit: Hiv is rarely spread through saliva and has only been reported in cases of deep kissing in an individual who has open ulcers or mouth sores.  Many other infections can be spread via saliva: herpes, mono, gonorrhea, syphilis....

Are you infected?: Are you infected? With what STD? Saliva is not known to transmit most of the STDs except maybe herpes. But, if the saliva was only on the condom and not on him then there would not be any risk.
