Yes: Vesicular athlete's foot is a blistery infection that usually occurs with a sudden outbreak of fluid or pus filled areas of the skin. The blisters can be caused by excess moisture and friction. They can also be caused by an allergic reaction to the fungus that cause the infection in the first place.  It is more common to the bottom or sides of feet or in between the toes.

Eczema: This is dyshydrotic eczema, keep your feet dry, wear open shoes not sneakers, if need be only use cotton socks, a dermatologist can help you with prescription creams if they do not clear.

Mucoceles?: There is no way to know for sure without actually clinically examining you.  However, they may be mucoceles which are little fluid filled sacs from blocked ducts on the many minor salivary glands in your mouth.  If chronic, have your local dentist examine you just to be sure.

this makes me want to recommend that he get medical attention sooner than later.  There are two common scenarios, the bump or  lump is a hemorrhoid or an anal fissure. In either case if the lump ulcerates or gets worse than a significant infection can develop and there may be an urgent need to fix this surgically ensues.  I often see patients for this or send on to a specialist.

Herpes simplex: This does not sound as if they were likely to have been caused by infection with this virus, but without seeing them cannot really comment on their probable cause.

Heat rash: From what is said here it could be heat rash, exam would really help to make the diagnosis. Keep the skin cool and use talcum powder that might help.
