after i am done with passing urine i found sperm like substance in toilet water and it has happened to me a few times. should i need to be worried? substance is like wet tissue more like sperm. some times i feel burning on the tip of penis.

Get checked:  If you have possible urethral discharge and burning on tip of penis, getting an evaluation (which could include STD workup) makes sense.

: If the sperms were in a toilet water it depends on whether it was clean or not and how long they were in it and far inside the vagina the water went. From what you are describing there is a great possibility  of pregnancy not happening. But anything is possible and you need only one live sperm

Very unlikely but...: Many things are possible in this life. It depends on how much healthy sperm (semen) remained on the fingers, how far up the vagina the fingers went, how fertile the sperm are, where in her monthly cycle she is (fertile days vs. nonfertile days), etc...  If worried about pregnancy, one can do a home urine pregnancy test 3 weeks later, if no regular period comes.

Yes, water should rinse off the semen with sperms  if the time of rinsing is long enough as in a normal shower.
