Klinefelter syndrome: is an extraordinarily complex set of signs and symptoms that result from two or more X chromosomes in males (instead of the usual one). Weaker muscles, greater height, less body hair, breast growth and low libido are common. There are low testosterone levels, but the testicles, though often smaller, may be normal in size. A comprehensive eval/chromosome analysis by specialist(s) is needed.

Will not enlarge: There is no medication which will enlarge testes. Testes will also not enlarge  any more after puberty.

What makes you think of Klinefelter's?

At age 15 your testes may still be growing larger.

Also, have your pediatric doctor send you the growth curves for your height and weight. If your levels are not in order you will need additional evaluation.

Not always...: The size of testes highly vary.  It will work well for sexual function and sperm production. If in doubt and concerning or facing the issue of infertility, see urologist and do semen analysis to check the quality of sperms. For detail, ask urologist.

Unlikely : You don't mention his testosterone level but with an fsh that high, i assume it's low. Has he had a chromosome analysis for klinefelters syndrome ? If his testes are small, whatever the cause of his low t has probably been going on for a long time making it unlikely that he makes sperm. He should get a sperm count. See a fertility specialist.

Endocrinologist: I suggest seeing an Endocrinologist. They need to check hormone levels on you and also measure some enzymes that deal with pathways in adrenal gland too.

PRL not high: Hi. Your total testosterone is low, but your prolactin (PRL) is not elevated. Your LH and FSH are inappropriately normal for your low testosterone. Did you ever go through a normal puberty, or not? There are many considerations. You need to see an endocrinologist for a full evaluation.
