Ingrown hair.: Waxing or plucking hair can result in ingrown hairs when they grow back in. These can look like small red bumps/pimple like lesions. Gentle circular massage of those areas with a wash cloth and warm water 2-3 times a day can help the follicles to open back up and loosen the ingrown hairs. Watch for any spreading redness or spots that become larger and ooze pus as this may require antibiotics.

Many possibilities: There are many things that may cause a discoloration of the skin. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections and cancer can cause a discoloration of the skin. Insect bites can also be the cause of a rash or a discoloration of the skin.  Have it evaluated by a professional and get the appropriate treatment.

Poor circulation?: Is it poor circulation causing these red spots or they are simply some sort of skin condition. It needs to be sorted it out. If you want you can upload couple pictures so i can look at it or see your primary care doctor.

Rash: with what you describe is sounds like folliculitis or inflammation/infection of the hair follicles.  Do you shave these areas?  With rashes, as a doctor, we must see and feel the rash to really be able to diagnose and treat.  Best to see your health care provider to check this rash.  Best of luck.

Would need to see .: . . to be certain. There are so many causes of itchy rashes. Given that this has spread all over your body, and looks like little blisters, AND is itchy, you really should contact your doctor, to be evaluated. If this IS actually chicken pox, adult infections can be more severe than childhood chicken pox. So, the sooner it is evaluated, the better.

Hand Foot and Mouth: One or 2 days after fever starts, painful sores usually develop in the mouth (herpangina). They begin as small red spots that blister and that often become ulcers. The sores are often in the back of the mouth. A skin rash develops over 1 to 2 days. The rash is usually on the palms of the hands and soles of the feet; it may also appear on the knees, elbows, buttocks or genital area.
