Likely yes, but...: Most of what makes us up is hereditary.  What varies is which genes one inherits from mother's or father's side, and then how many generations the trait goes back...To the beginning of mankind. I also believe that cultural or tribal traits over thousands of years become part of our genetic makeup.  (so don't think faults or hurts come from upbringing: take what ur dealt and make the most out of it.

Variation of normal: At best, this appears a variation of normal development. It does not necessarily indicate that there is something pathologic or genetically wrong. Fortunately, shoes and gloves come in different sizes.

Possible: Usually smaller hands than typical, will be associated with smaller than usual feet.  But it certainly doesn't have to be.  Now I have rather typical, perhaps somewhat larger than aveage, male foot size (10), but very large hands for a male, size 8-- the better to play those tough rachmaninoff reaches as a boy-:).

Generally not: Most people have reached their maximum hands-feet-head-ears size by age 17-21. Without nutritional problems or chronic childhood illnesses, sizes of these body parts are largely based on genetic inheritance. Aside from eating right, exercising, sleeping well, and being happy, there's not much a person can do to increase the sizes except that weight training can make hands and feet muscles bulkier.

Small bones: your condition might be a hereditary condition. Ask your parents if somebody in your family have the same condition.  I would also want to know if other parts of your body have the same size problem. You might want to take Xrays.  
Considerations would be dwarfism or Growth Hormone deficiency of a condition known as osteogenesis imperfecta

A consultation with a clinical geneticist would be helpful but the issue is likely very personal. You may want to leave it alone.

Maybe: You should see an endocrinologist for the answer.  There are other physical features of klinefelters than those.  The doctor can either confirm your suspicions or get rid of your concerns.

Maybe,maybe not: This can be a simple variation fro the normal based on complex genetic factors. It can also be a feature of in excess of 40 named syndromes or associations listed in "smith's recognizable patterns of human malformation" 7ed.2013.

No syndrome : There are no syndromes known to me where the only finding is one of small hands. I would ask your doctor to look you over closely for any other anatomic findings out of the norm.  If you have no other findings on exam, then  you have small hands and that's it. That can certainly happen and would be totally normal! !
