Yes: A 3.3 cm. nodule needs close follow-up although it may well turn out to be benign.   You need to consult a pulmonologist re. the cause of your chronic cough and conditions such as asthma and Tb need be ruled out.

Residual thymus: in a relatively young person is an incidental finding usually of no significance.  The thymus normally involutes as we age.  It is not related to your rib symptoms.

It is: normal.  The thymus normally involutes with age, and it is not uncommon for a young adult to have residual thymic tissue on CT.

Not if its small: Thymus persist to normal involuted small tissue till about age 40, and not knowing your age, it could be entirely Normal. Large symptomatic thymus is a concern though because they could form thymoma or hyperplasia.

Talk to doctor: I think it is time for you to have a talk with your doctor about this. I doubt however that this is a cancerous lesion unless you have a muscle condition known as myasthenia gravis.

Radiology consult: Was this a CT or MRI? Any mediastinal mass requires further evaluation, unless diagnosed as benign by a radiologist. Cannot be diagnosed here.

: The only way to accurately make that diagnosis is by having the area biopsied   I suggest you speak with your physician and arrange the necessary follow up

Pulmonologist: I feel that you may have sarcoidosis and should be evaluated by a pulmonologist so that an accurate diagnosis will be made  through appropriate testing and proper treatment will be obtained.

Mediastinum: Of course it depends on many factors. It's normal to see thymic tissue until early 20s is seen in fewer than 50% of people over 40. This density can be possibly be anything including normal, reaction to infection, thymic cysts, or hyperplasia from systemic disease. Fortunately it is stable, but a conversation with your doc and radiologist would be the best thing moving forward.
