Yes.  Not much.: Skull bones are close to skin, so yes you should be able to feel the outside of most of the bones of the skull.  It should not change much after young childhood, except maybe grow a bit larger.

Pathologically: several diseases including but not limited to Paget's Disease and Acromegaly...
Psychologically it means a stubborn individual
 eg "he was a thick skulled brute"

Skull: Skull has  cranial  bones &amp; facial bones.
Cranial bones are Frontal, 2 Parietal, 2 Temporal, Occipital, 2 Sphenoid.
Facial are Ethmoid, Lacrimal, Nasal, Zygomatic, Maxilla, Mandible, Orbital, Nasal, Vomer, Palatine, Styloid, Mastoid.

Many things: Get it looked at by neurologist.  It could be occipital neuralgia or problems from the upper cervical vertebrae.  Both of those conditions are relatively easy to treat.
