Pilonidal sinus: There is a good chance it's a pilonidal sinus, particularly if it hurts. A substantial percentage of pilonidals resolve spontaneously; but it takes a long time. If you don't want to wait, or the pain level is too high, surgery is the best option. It's a fairly simple operation, but usually done in the hospital. Be aware that recurrences are common, even after surgery.

Skin tag...: What you are describing sounds like a anal skin tag caused by hemorrhoids.  They are essentially the remnants of previously swollen hemorrhoids.  They are not associated with any particular pathology but if they are large can interfere with anal hygiene.

Hemorrhoids?: A hard lump under the skin can sometimes be a hemorrhoid (swollen or clotted rectal vein).  Depending on the location they can be painful or not painful.   If painful, any general practitioner can remove a clot from a hemorrhoid with immediate relief.  Otherwise, keep an eye on it and visit your doctor to confirm the diagnosis if it doesn't improve.

It is most likely: an "old" clotted hemorroid!  These wind up as tiny lumps (old clots) in one of the small veins! 
You can easily have this checked out in a routine office visit to your PCP (Primary Care Provider..with a simple rectal exam!

Hemorrhoid: You have a hemorrhoid. This is a common human experience and is in reality a blood clot in one of the rectal veins. If it is not bleeding or causing pain then it should just reabsorb and you will be fine.
