Yes and no: While you may be born with a propensity toward developing allergies genetically, you actually have to be exposed to an allergen before you become allergic to it. It could happen the first time you are exposed or the hundredth. I, like you, did not start having hayfever symptoms until I was in my 20's. Can be controlled: if the diagnosis is truly atopic dermatitis, "asthma of the skin", it can be controlled, by moisturising the skin, avoiding triggers, and at times need for some prescription medications, keep following up with your doctor/allergist, and your baby girl will eventually outgrow it, goodluck

This site does not let us see uploaded photographs &amp; you have not provided a description that would allow comment. Hydrocortisone is a common OTC med that can help reduce itching in some cases. Antihistamines can also.

Improve not remove : Yes it is possible to improve scars but not necessarily remove the scars using a combination of skin care, sunscreen, silicone gel sheeting, etc. Dermabrasion, chemical peels or laser resurfacing in addition to surgery may also be options.

Be cautious: Skin testing is a minor adjunct to the clinical history. Some people test positive for lots of different foods and restrict themselves unnecessarily. The same applies for bloodwork. I would be very cautious before basing decisions on these tests. Your allergist will tell you the same.
