Acne and moisture: Yes, it is usually ok to apply a moisturizer after an acne medication--especially if it dries you out.  Let the medication dry, then apply your moisturizer.

Eczema: You need to keep irritants to a minimum. Use only sensitive skin products. No fragrance or dye. Find something to stop the itch, like Benadryl, (diphenhydramine) Claritin or Zyrtec. Eczema gets worse if it's constantly being scratched. Also try a bleach bath. 1 cup bleach, in a full tub of water. Try this weekly. If no improvement, have it rechecked.

after excessive use of corticoids, glans turned white and without sensitivity. my uro recommended moisturizing with bepantol toque seco, but the improvement over the months is almost 0. is there another medication/moisturizer better for my situation?

: The use of corticosteroid ointment or cream causes some atrophy of tissue. Was the steroid prescribed to treat severe itchiness or for lichen sclerosus which itself causes the tissue to eventually turn white? I recommend consulting a dermatologist for evaluation and  advice.

Best after showering: It is best to use a heavy moisturizer after showering or at bedtime.  I like any of them.  Cost can be a factor.  Creams work better than lotions.  Products with alpha-hydroxy help to exfoliate and moisturize.  I recommend using then from neck to toes.  It is the best feeling  take your pick- eucerine, aveena, nivea, jergens, jubriderm, vaseline.  If you have no particular allergies, you are fine.

i use a moisturizer that contains spf 50 on a daily basis, and mix a bit of foundation in there. should i wear sunscreen separately?

Not necessarily: If the moisturizer's spf formula blocks both uva & uvb, you shouldn't need more sunblock. Further, the foundation may add a bit of physical sun blocking (like the zinc oxide people put on their nose at the beach). If the moisturizer blocks on one type of ultraviolet, then supplementing to cover the other type may be prudent if you're going to have significant sun exposure. Wearing hat helps, too.
