Yes.: Shampooing every day is perfectly appropriate, contrary to what you may have read online, especially if your scalp is oily. I have such a scalp, i've been shampooing every day for most of my life, and as you can see from my photo, my hair is just fine. So no worries.

Shampoo first: Try the shampoo for a week at least and then see how you are doing.  Most dry scalp from winter will improve.

Weeds in the garden: Eczema is not curable, but it is controllable. I tell my patients that it's like weeds in the garden: when it's there, you treat it, when it's not, you don't. If your "special" shampoo and cream control your eczema when it recurs, great. If not, ask your doctor for different ones, until you find the combination that works best for you.

Doubt it!: I'm assuming your dry scalp is manifesting as dandruff.  This is usually not due to any dehydration but is due to excess oil (sebum) production.  You will need to use special medicated shampoo to control and avoid saturated or trans fats which can worsen things.  Some people use tea tree oil which can help. It doesn't hurt to stay hydrated but that alone is unlikely to fix everything.

Brush your hair: Using a natural bristle brush!   not synthetic or plastic.  Brush hair 50 strokes daily. It will distribute the oil into hair.   So no more excess oily scalp and less dry hair.

how often?: Use it everyday. Rub it in thoroughly and leave it in for a few minutes before you wash it out. Vigorously message your scalp with it.

More lather time: Many over-the-counter shampoos will help with a flaky scalp, including selsun blue, head and shoulders, t-sal/t-gel, and ketoconazole.  Lather up the scalp and leave it on for at least 10 minutes.  Count on the clock or listen to about 3 songs on the radio (sing along!).  Do this every night for about 2 weeks then about 2-3 times a week.  If that doesn't help, you may need a prescription steroid.

Scalp Psoriasis: Scalp psoriasis is a common skin disorder that produces raised, reddish, and often scaly patches. It can appear as one or multiple patches on the scalp, affect the entire scalp, and spread beyond the scalp to the forehead, back of the neck, or behind the ears.
Medications include soriatane, (acitretin) biologics, or methotrexate.
