Cyst: Most common bump is cyst, but can determine cause from limited description. Smalll bumps present for long time are almost always benign cysts which can be easily removed by minor office procedure.

Trauma: Trauma (blow) to the region would give you a bump.  Other causes can include inflammation, tumor (most likely benign),  consult your pcp.

Cysts/acne necrotica: It's difficult to tell you exactly what this is without examining you, but if what you have are marble size or larger moveable knots  in the deeper subcutaneous tissue, I favor pilar cysts. The only treatment for these is surgical excision. On the other hand, if it's small pimples in the hair follicles I favor a rash like condition such as acne necrotica or lichen planopilaris. Bumps are normal: There are lots of taste buds on your tongue. Small bumps in the front and large bumps in the back. The ones in the back usually are aligned in an arrow pointing forward in the center.

Injury?: Have you had any recent injury or muscle spasms in your neck?  Sometimes severe pain in the scalp can be from pinched nerves in the scalp or neck.  It could also be the beginning of shingles (rash not appeared yet)  This type of pain is often shooting pain and may feel like electric shocks, burning or throbbing.  I would get checked by a doctor for evaluation and treatment
