Any rash?: Make sure you don't have shingles? If you do, see eye doctor immediately.   If this has been present for weeks,  you may need to see a neurologist.

Rhinitis: Your symptoms sound concerning for rhinitis. It is due to nasal inflammation which can happen due to mold, mildew, viruses, dust, dust mites, dander, pollen that can circulate in your immediate environment once air-conditioning is turned on. Having a HEPA filter and regularly performing maintenance can help. Also, maintaining optimal humidity would help. Consider certified service of your AC unit.

Upper respiratory: This sounds a bit like a nasty upper respiratory infection (a cold, if you will). Drink plenty of fluids (which might help with the headaches). Hot tea with honey and lemon is good. Try decongestants or antihistamines for the runny and/or stuffy nose, advil or tylenol (acetaminophen) for the headache and fever. If it doesn't start getting better in a couple of days or gets worse, you need to go see your doc.

Depends on the cause: For a running nose and nasal congestion nasal sprays including Afrin and phenylephrine may be helpful. If it is  chronic rhinorrhea (runny nose), nasal steroid and antihistamine sprays help. If it is only the nasal dripping that is bothersome ipratroprium nasal spray is the best.

Sniffles: Great question!  Gargling with salt water: 1/2 teaspoon salt to 1 cup very warm water, gargle and spit it out, repeat as often as you wish.  May try Neti pot. May try tea with honey/lemon. Chicken soup has studies that show it helps, if you are not vegan. Get lots of rest, too. Wash hands often to avoid spreading virus to others.

Yes...maybe: A "cold" is a broad description of viral upper respiratory infections. That being said, runny nose and congestion can also represent seasonal/environmental allergies. To your questions...If you have a cold, you are considered mildly sick.
