Stop Steroid: Please stop using the Hydrocortisone immediately.  This steroid can cause rashes to worsen and infections to spread. This should only be used when recommended by a physician.  Please get to your family doctor today to see about the rash and how to treat it.

Balanitis: Likely you have balanitis of the penis. It is usually due to an irritant to the area or yeast. There are other cases too but these are the most likely. I would recommend miconazole or an over the counter yeast medication such as clotrimazoke can resolve your problem. Let me know if it doesn’t resolve it!

Not rare: In infants there is occasionally irritation/redness at the outlet. likely due to rubbing against a diaper. There can also be a mild skin germ infection at the outlet. Over time this can cause a tightening of the outlet.  Graduating from diapers is the primary solution.

Doctor can examine: Rashes are hard to describe and hard to visualize in words. Little bumps on the lower half of the penis may be open or closed comedones, or be folliculitis which is an infection in the little hair follicles in the skin. Rashes that itch a lot may be allergic reactions, skin infections, bug bites, etc... Herpes comes from another person who has herpes, so the question is always... from whom?
