Balanitis: if you are not circumcised, a yeast infection can present with such lesions.  It may be an irritation from sexual activities.  Photo evaluation would be helpful.

Here are some ...: This Q has been recurrent many times. Without a direct look at glans penis and further review of detailed clinical Hx, it's hard to decide if red spots on glans penis is long tight foreskin-related or not. If yes, circumcision is advised for recurrent balanoposthtis after ruling out other possibilities such as psoriasis, std-related skin disorders, etc. So, seek pro-evaluation &amp; counseling timely.

: HIV doesn't do this. Usually it means balanitis, especially in uncircumcised men. Most balanitis is "nonspecific" and clears up with penile hygiene -- retract foreskin and wash with soap and water a couple times a day. A mild steroid or anti-yeast cream often helps. If it persists despite these tries, see a doctor, ideally a urologist. Good luck.

Rash: Rash and sore throat.  You should be checked for strep.  Other causes could be drug reaction, viral or other bacterial infection.

: It could be one of many things one of them psoriasis. . Use OTC Cortisone and if not better see a dermatologist if you cant see a Urologist. Hope you get better.

Possibilities: There is a possibility that it can be a sexualy transmitted disease but another possibility is pearly papules (photos can be seen using search engine - i.e. google images).  These are benign not contagious and common so possibly nothing to worry about. If there is any question as to the cause see your MD.

Red spots: Red spots could mean anything. It could be bleeding under the skin. It could be cherry nevus. The best thing to do is to see your doctor or a dermatologist to determine which one it is.
