i play outside in the sun, and 5 minutes start having red spots in my arms and legs. is that something i should get checked out?

Dermatologist: Consult a dermatologist.  Broad specstrum sunscreen may help, but check it out.

Rash in sunlight: The skin turning into red bumps and returning to completely normal after thirty minutes to hours suggests you are getting hives. You may have a rare condition called solar urticaria, which is hives due to exposure to certain wavelengths of light. Cholinergic urticaria occurs with the skin getting hot. There are other skin conditions that occur with light exposure (usually with a persisting rash).

Allergy: This is likely an allergic reaction from sun exposure.  Should disappear on its own.

i tore my acl and meniscus 1-1 1/2 years ago then my legs/ ankles swell up almost every morning and my hairs has got thin, i have red spots on the top of my head, a large rash(looks like sun spots/large freckles) on both of my lower legs from knee to shin

Bllod work: You need to be seen for blood work and evaluation of all medications you are taking including vitamins or subliments.

Sun can do this: If you have been exposed to the sun's radiation for any given amount of time, you can be susceptible to sun poisoning.  Sunburn is a result of damage from radiation.  Keep in mind that this invokes an inflammatory response that could include symptoms of fatigue,  i.e. Fever and chills, lethargy.  Sun blocks are so important these days.  I see that you have a history of rosacea=inflammation.

Need to be examined: any time there is a change in a skin lesion it needs to be examined and maybe biopsy of it to rule out cancer. It is hard to tell without examination so go and see a skin doctor or your PCP

Use electric razor: Not as good but mire gentle.  Think of depilation too.

Not sure?: Could be small capillary hemangiomas.  Could be 'broken' vessels (spider veins).   I would recommend an evaluation by your physician and/or a referral to an appropriate specialist.
