: STD s are from sexual activities. Does not sound like one. Clean the area with soap and water and apply some OTC antibiotic ointment and if not better in a few days pl see your doc .

Be checked: It is difficult to know the cause without visualization. A history like that is concerning for herpes. Be seen and thoroughly checked and no sexual activity until cause identified. All the best.

Hard to say : The spots could be ingrown hairs , a skin infection, dermatitis or several other skin  conditions. I would recommend you see a doctor for proper diagnosis and treatment.

This : This is tricky without a clinical examination.  Could be folliculitis, molluscum contagiosum, boils (hidradenitis), or several other possibilities.  Please read more about the above conditions and see some pictures at the link below.  I hope that helps.

Herpes? Syphilis: Please see your Gynecologist as soon as possible. Explain your worries, then the doctor will examine you and, finally you are likely to have blood work done.

Don't shave so close: You're probably shaving very close with a multi-blade razor. Those razors actually shave below the skin line, causing ingrown hairs which appear as red bumps. Try a single-blade or electric razor. You won't get as close a shave, but that's the idea.

Infection?: Sometimes when people shave this area, they can get infection around the hair follicles. Herpes simplex can also start out like itchy red bumps. A health provider should examine you and see what this rash is and if there are medicines that can make you feel better.

Spots on ACL scar: I would contact your surgeon and have him evaluate your incision. It may very well be "normal" healing but he should evaluate for any possible occult infection that may require antibiotics and/or further work up.
